The AI marketing platform for Saudi Arabia
Grower is an AI marketing platform for Saudi teams that plan around Snapchat, TikTok and a calendar running from Ramadan and Founding Day to National Day. It connects 17 channels, plans budgets against live spend, de-duplicates conversions and keeps every campaign change behind an approval.
AI marketing in Saudi Arabia means planning for a market where Snapchat and TikTok reach more people than Facebook or Instagram, and the biggest dates follow the Hijri calendar. Grower is an AI marketing platform headquartered in Dubai that connects Snapchat Ads, TikTok Ads and 15 other sources, then plans, optimizes and attributes your spend in one system.
How do people in Saudi Arabia use digital and social platforms?
DataReportal's Digital 2026: Saudi Arabia report, published in November 2025, counted 34.4 million internet users in October 2025, 99.0 percent of the population, and 38.6 million social media user identities.
| Platform | Ad reach, late 2025 | Share of population |
|---|---|---|
| YouTube | 27.5 million | 79.2% |
| Snapchat | 25.3 million | 72.9% |
| 18.2 million | 52.4% | |
| 17.7 million | 50.8% | |
| X | 15.0 million | 43.1% |
| 12.0 million members | 34.6% | |
| TikTok | 38.6 million adults (18+) | 154.3% of adults* |
Source: DataReportal, Digital 2026: Saudi Arabia. Ad reach is not the same as monthly active users. *DataReportal republishes figures above 100 percent as reported and notes they may reflect data anomalies.
- Snapchat is a primary channel, not a niche one. Its ad reach equals 72.9 percent of the population, compared with 44.9 percent in the UAE.
- TikTok's reported scale is very large. Its 38.6 million adult ad reach is higher than the adult population, so treat it as a sign of scale rather than a headcount, and judge TikTok on conversions, not reach.
- X carries more weight than elsewhere in the Gulf. X's ad reach equals 43.1 percent of the population, against 25.0 percent in the UAE and 20.8 percent in Qatar.

Language, currency and creators
Arabic is the language of the Kingdom under Article 1 of the Basic Law of Governance. Write Arabic-first creative and search keywords, in Saudi phrasing where you can, and add English versions where your audience needs them.
The Saudi riyal (SAR) has an official rate of 3.75 riyals to the US dollar, which the Saudi Central Bank (SAMA) said in 2020 it remains committed to maintaining. Agree whether your plan uses SAR or USD before the first quarterly review.
Which dates drive the Saudi marketing calendar?
Saudi Arabia has two fixed national days, three religious seasons that move with the Hijri calendar, and White Friday. In 2027 February is crowded: if the projections hold, Founding Day falls inside Ramadan.
| Moment | Timing | What to plan |
|---|---|---|
| Ramadan | Projected to begin on 8 February 2027 | Lock budgets and Arabic creative in January |
| Founding Day | 22 February every year (public holiday) | Heritage creative with a Ramadan tone in 2027 |
| Eid Al Fitr | Projected 9 or 10 March 2027 | Gifting, fashion and travel offers |
| Eid Al Adha | Projected 16 or 17 May 2027 | Family and travel offers |
| National Day | 23 September every year (public holiday) | National pride creative and holiday offers |
| White Friday | Late November; Amazon Saudi Arabia's 2024 event ran 21 to 30 November | A multi-day sale, not a single Friday |
Sources: national days, Saudipedia. 2027 Islamic dates: UAE Astronomy Centre projections, reported by Khaleej Times; official dates depend on the moon sighting. White Friday: Okaz.

What do the PDPL, Saudization and creator rules mean for marketers?
This is general information, not legal advice.
Personal Data Protection Law
The Personal Data Protection Law, which SDAIA publishes with its Implementing Regulation and a regulation on transfers outside the Kingdom, sets three rules marketers meet first:
- Prior consent for advertising: a controller may not use a person's personal means of communication, including post and email, to send advertising without their prior consent, and must give them a clear way to stop receiving it (Article 25).
- Data collected directly: personal data, except sensitive data, may be processed for marketing if it was collected directly from the person and they gave consent (Article 26). Bought or scraped lists were not collected directly from the person.
- Penalties: a warning or a fine of up to SAR 5 million, which can be doubled for a repeat violation (Article 36).
Saudization of marketing jobs
The Ministry of Human Resources and Social Development (HRSD) raised the Saudization rate for private-sector marketing professions to 60% for establishments with three or more workers in marketing roles, with a minimum monthly wage of SAR 5,500. Covered titles include marketing manager, advertising manager, graphic designer, marketing specialist, public relations specialist and photographer. Arab News reported on 19 April 2026 that the higher rates had come into effect. Our Saudization guide for marketing teams covers the details.
Creator and influencer ads
Individuals who advertise on social media need a Mawthooq license, according to Saudipedia. Ads may only run through an account registered with the authority and linked to the license, and promotional content needs a written contract or agreement. Ask for the license before you book a creator.

How does Grower help marketing teams in Saudi Arabia?
- Snapchat and TikTok next to everything else. Snapchat Ads and TikTok Ads connect alongside Google Ads, Meta Ads, X Ads and YouTube. The channels leaderboard ranks them by ROAS, conversions, cost, CPA, impressions and CTR, and the performance spotlight names your best channel and best CPA.
- One conversion count when every platform claims the sale. The attribution engine de-duplicates conversions from every channel and app, then applies the model you pick: last click, first click, linear, time decay, position-based (40/20/40) or custom weights per touchpoint.
- App installs and in-app revenue. Connect Adjust, AppsFlyer, Branch or Firebase to track installs by campaign, platform and device and attribute in-app revenue, using real mobile attribution rather than ad platform estimates.
- Budgets for a Hijri-shaped year. Budgets by month, quarter or year and by campaign group are compared with live spend, with budget insights every month, and the calendar shows every channel's campaigns by month, week or day.
- Work that new hires can follow. The task board gives deliverables an approver and AI summaries of progress, and Lessons learned saves analysis insights and feeds them back into planning, creative briefs and recommendations.
- Nothing goes live unchecked. You approve or dismiss each recommendation, and AskGrower, the platform's AI agent, asks before it spends credits or touches anything live.
Grower's nearest office is in Dubai Media City, and plans start at $199 a month for three users.

Frequently asked questions
Does Grower work with Snapchat Ads and TikTok Ads in Saudi Arabia?
Yes. Snapchat Ads and TikTok Ads are among Grower's 17 connections. Their spend and results appear in the same channels leaderboard as Google, Meta, X and YouTube, and their conversions feed one de-duplicated count, so two platforms can't both take full credit for the same sale.
Do I need consent to email or message customers in Saudi Arabia?
Generally, yes. Article 25 of the Personal Data Protection Law bars using personal means of communication, including post and email, to send advertising without the recipient's prior consent, and requires a clear way to stop receiving it. Fines can reach SAR 5 million and can be doubled for repeat violations. This is general information, not legal advice.
When should Saudi teams start planning Ramadan 2027?
Early. Ramadan 2027 is projected to begin on 8 February, with Eid Al Fitr on 9 or 10 March, and Founding Day on 22 February falls inside it. Agreeing budgets, Arabic creative and approvals in December or January leaves time to test before the season. Official dates depend on the moon sighting.
How does Saudization affect a marketing team's tools?
The 60% Saudization rate applies to establishments with three or more workers in marketing roles, so affected teams may be hiring and training at the same time. Software doesn't change the quota, but shared plans, approvers on every deliverable and saved lessons learned make it easier for new team members to see how decisions are made.
