What does the UAE digital marketing landscape look like in 2026?

With near-universal internet use, the question is which platforms reach your buyers. DataReportal's Digital 2026: United Arab Emirates report, published in November 2025, counted 11.3 million internet users in October 2025, an internet penetration rate of 99.0 percent, and 12.5 million social media user identities.

PlatformAd reach, late 2025Share of population
LinkedIn10.0 million members87.6%
Facebook9.70 million85.0%
YouTube8.37 million73.3%
Instagram8.05 million70.5%
Snapchat5.13 million44.9%
X2.85 million25.0%
TikTok12.5 million adults (18+)134.6% of adults*

Source: DataReportal, Digital 2026: United Arab Emirates. Ad reach is not the same as monthly active users. *DataReportal republishes figures above 100 percent as reported and notes they may reflect data anomalies.

  • A large professional audience. LinkedIn's members equal 87.6 percent of the UAE population, against 34.6 percent in Saudi Arabia. LinkedIn counts registered members, not monthly users, so treat it as an upper bound.
  • Snapchat is smaller than in Saudi Arabia. Its ad reach equals 44.9 percent of the UAE population, against 72.9 percent in Saudi Arabia, so a media plan copied from Riyadh can over-weight Snapchat in Dubai.
  • Meta still reaches most consumers: Facebook 85.0 percent and Instagram 70.5 percent.

Language and currency

Arabic is the official language of the UAE under Article 7 of the Constitution. Plan Arabic and English versions of headline creative, search keywords and landing pages.

The UAE dirham (AED) is fixed at 3.6725 to the US dollar, Gulf News reported, quoting a UAE central bank official. If ad accounts bill in dollars but finance approves budgets in dirhams, agree on one planning currency before the season starts.

Which dates shape the UAE marketing calendar?

The UAE's retail peak runs from late November into January. Its other big moments follow the Hijri calendar, so they arrive earlier each Gregorian year. The table shows published dates and projections; confirm Islamic dates against the official moon-sighting announcement.

What do UAE data and advertising rules mean for marketers?

This is general information, not legal advice.

  • Personal data: Federal Decree-Law No. 45 of 2021, the UAE PDPL, has been in force since 2 January 2022. It prohibits processing personal data without the owner's consent unless an exception applies (Article 4), and people can object to processing for direct marketing, including related profiling (Article 17). Free-zone companies with their own data protection legislation are excluded (Article 2); the DIFC, for example, has its own Data Protection Law, as the UAE government portal notes. As of October 2026, the UAE Legislation portal lists no executive regulations for the PDPL.
  • SMS, WhatsApp and calls: Cabinet Resolution No. 56 of 2024, effective 27 August 2024, defines telemarketing to include marketing text messages and marketing messages through social media applications. It applies to companies licensed in the UAE, including those in free zones, and requires prior approval from the competent authority, local numbers registered under the company's commercial license, no marketing calls to numbers on the Do Not Call Registry (DNCR) and marketing calls only between 9:00 am and 6:00 pm.
  • Creators and influencers: the UAE Media Council's Advertiser Permit applies to individuals who publish promotional content on social media, whether it is paid or not, The National reported in July 2025, and the council called on companies to work only with people it has licensed. Check a creator's permit before you brief them.

How does Grower help marketing teams in the UAE?

For UAE teams, these parts of Grower do the most work:

  • Every UAE channel in one view. Seventeen connections cover Google Ads, Meta Ads, Instagram, LinkedIn Ads, TikTok Ads, Snapchat Ads, X Ads, YouTube, Pinterest and Reddit, plus Google Analytics, HubSpot, Mailchimp and the mobile partners Adjust, AppsFlyer, Branch and Firebase.
  • Season budgets checked against live spend. Set budgets by month, quarter or year and by campaign group. Grower compares them with live spend from connected channels and generates budget insights every month, so an expensive White Friday shows up before DSF starts.
  • One calendar for the season. The calendar puts campaigns from every channel on one timeline by month, week or day.
  • One conversion count. The attribution engine de-duplicates conversions from every channel and app into one unified count, then credits each touchpoint with the model you pick.
  • Recommendations you approve. The recommendation engine sends weekly recommendations with the evidence behind them, labeled by risk. Approve one and Grower pushes it to the channel; low-risk changes can run on autopilot.
  • Approvals and a full log. Deliverables carry approvers, permissions can be set per campaign group, and user logs record every action, which helps when legal or compliance signs off a campaign.
