GCC marketing: a playbook for the UAE, Saudi Arabia and Qatar
GCC marketing works best when you plan for each market's differences. This playbook compares the UAE, Saudi Arabia and Qatar on platforms, currency, VAT, data law and key dates, then shows how to plan the 2027 calendar, choose channels, handle consent and Saudization, and measure results across all three.
GCC marketing means planning for markets that share Arabic, the Hijri calendar and dollar-pegged currencies but differ in platforms, tax and rules. This playbook covers the UAE, Saudi Arabia and Qatar: how they differ, the dates that shape the year, the channels that reach each audience, consent and hiring rules, and how to measure results across all three.
How do the UAE, Saudi Arabia and Qatar differ?
All three markets are almost fully online. DataReportal's Digital 2026 reports, published in November 2025, counted 11.3 million internet users in the UAE, 34.4 million in Saudi Arabia and 3.10 million in Qatar in October 2025, and put internet penetration at 99.0 percent in each. The differences lie in platforms, tax and regulation.
| At a glance | UAE | Saudi Arabia | Qatar |

| VAT | 5%, since 1 January 2018 | 15%, since 1 July 2020 | None: VAT has not been applied |
| Data law | Federal Decree-Law No. 45 of 2021 | Personal Data Protection Law | Law No. 13 of 2016 |

Platform reach in each market
| Platform | UAE | Saudi Arabia | Qatar |
|---|---|---|---|
| YouTube | 73.3% | 79.2% | 73.8% |
| 85.0% | 50.8% | 76.6% | |
| 70.5% | 52.4% | 54.3% | |
| Snapchat | 44.9% | 72.9% | 39.5% |
| LinkedIn (members) | 87.6% | 34.6% | 57.5% |
| X | 25.0% | 43.1% | 20.8% |
| TikTok (adults 18+) | 134.6% of adults* | 154.3% of adults* | 114.1% of adults* |

- Saudi Arabia is the Snapchat market. Snapchat reaches 72.9% of the population there, against 44.9% in the UAE and 39.5% in Qatar, so a plan copied from Riyadh over-weights Snapchat in Dubai or Doha.
- The UAE has the largest professional audience. LinkedIn's member base equals 87.6% of the population, against 57.5% in Qatar and 34.6% in Saudi Arabia.
- X matters more in Saudi Arabia, at 43.1% against 25.0% in the UAE and 20.8% in Qatar.
- TikTok's reported reach exceeds the adult population in all three markets, so treat it as a sign of scale and judge TikTok on conversions.
Language, currency and VAT
Arabic is the official language of all three countries: the UAE, Saudi Arabia under Article 1 of the Basic Law of Governance, and Qatar under Article 1 of its Permanent Constitution. Plan Arabic and English versions of headline creative, keywords and landing pages, and match each ad's language to its audience settings.
All three currencies are pegged to the US dollar, so budgets convert simply. VAT does not: the UAE charges 5%, Saudi Arabia 15%, and Qatar's General Tax Authority states that Qatar "has not applied" VAT. If your store reports revenue including VAT, remove it before you compare markets.
The GCC marketing calendar for 2027
A GCC marketing strategy starts with the calendar. Ramadan and the Eids follow the Hijri calendar, so they arrive earlier each Gregorian year, and each country has its own national days.
| Moment | 2027 date | Markets |
|---|---|---|
| Ramadan begins | Expected 8 February | All three |
| Qatar National Sport Day | 9 February (second Tuesday) | Qatar |
| Founding Day | 22 February | Saudi Arabia |
| Eid al-Fitr | Expected 9 or 10 March | All three |
| Eid al-Adha | Expected 16 or 17 May | All three |
| Saudi National Day | 23 September | Saudi Arabia |
| White Friday | From 26 November, the Friday after US Thanksgiving | All three |
| UAE National Day | 2 and 3 December | UAE |
| Qatar National Day | 18 December | Qatar |
Sources: Islamic dates are the UAE Astronomy Centre's projections, reported by The National and Khaleej Times, and depend on moon sighting. National days come from the UAE government portal, Saudipedia, Qatar's Ministry of Foreign Affairs and Gulf Times. Amazon Ads says White Friday typically runs four days, to Cyber Monday.
Two clashes stand out in 2027: Qatar National Sport Day falls on the expected second day of Ramadan, and Saudi Founding Day falls mid-Ramadan, so both need a Ramadan-appropriate tone. Lock Ramadan budgets and Arabic creative in January. The GCC marketing calendar 2027 lists every date with lead times, and our guides to Ramadan marketing strategy and White Friday in the GCC cover tactics.
Which channels work for marketing in Saudi Arabia, the UAE and Qatar?
YouTube reaches between 73% and 79% of the population in all three markets. The rest of the mix shifts by country:
- Saudi Arabia: Snapchat and TikTok are primary channels, and X reaches more people than elsewhere in the Gulf. Our Snapchat vs TikTok ads guide for Saudi Arabia compares audiences, formats and tracking.
- UAE: Facebook (85.0%) and Instagram (70.5%) reach most consumers, and the LinkedIn audience gives B2B campaigns room to scale.
- Qatar: Facebook reaches 76.6% of the population and LinkedIn members equal 57.5%, while Snapchat and X are smaller than in Saudi Arabia.
Bring every ad account into one reporting view so markets compare like with like. Grower's Snapchat Ads and TikTok Ads integrations sit alongside Google, Meta and the rest in one de-duplicated conversion count.
Working with creators: in the UAE, the Media Council's Advertiser Permit applies to anyone publishing promotional content on social media, paid or not, The National reported. In Saudi Arabia, a Mawthooq license is mandatory for individuals who advertise on social media, with some exemptions. Check a creator's license before you brief them.
Data and consent rules for GCC marketing
This is general information, not legal advice.
- UAE: Federal Decree-Law No. 45 of 2021, in force since 2 January 2022, prohibits processing personal data without consent unless an exception applies (Article 4) and lets people object to processing for direct marketing (Article 17).
- Saudi Arabia: under the Personal Data Protection Law, a controller may not use personal means of communication, including post and email, to send advertising without the recipient's prior consent (Article 25).
- Qatar: Law No. 13 of 2016 forbids electronic communications for direct marketing without prior consent (Article 22).
In practice, collect opt-in consent with a record of when and how it was given, offer an opt-out in every message, and keep consent records by country. Our comparison of PDPL and UK GDPR marketing consent covers email, SMS and WhatsApp in detail.
Hiring and Saudization
Saudi Arabia's Ministry of Human Resources and Social Development raised the Saudization rate for private-sector marketing professions to 60% for establishments with three or more workers in marketing roles, with a minimum monthly wage of SAR 5,500. Covered titles include marketing manager, advertising manager, graphic designer, marketing specialist, public relations specialist and photographer. Arab News reported that the higher rates took effect on 19 April 2026.
Build the quota into Saudi headcount and salary plans before the budget year starts. Our Saudization guide for marketing teams covers the details.
How to measure marketing across three GCC markets
Three markets mean three sets of ad accounts, currencies and tax rules. Four habits keep the numbers comparable:
- One reporting currency. Pick USD or one local currency and convert at the pegged rate.
- Revenue net of VAT. For sales taxed at the standard rate, divide VAT-inclusive revenue by 1.15 in Saudi Arabia and by 1.05 in the UAE.
- De-duplicated conversions. Snapchat, TikTok, Meta and Google can each count the same sale, so adding up their reports overstates results. Apply one attribution model to every market; our guide to marketing attribution models explains the options.
- A break-even target per market. Margins, VAT and delivery costs differ, so the ROAS you need to break even differs too. The break-even ROAS calculator works it out.
Example (illustrative numbers): a brand spends USD 10,000 on Snapchat in Saudi Arabia and its store reports SAR 172,500 in revenue including VAT. Net of 15% VAT that is SAR 150,000, or USD 40,000 at 3.75, a ROAS of 4.0. The VAT-inclusive figure would show 4.6 and flatter Saudi Arabia against Qatar, where no VAT applies.

Frequently asked questions
What is GCC marketing?
GCC marketing is marketing aimed at the Gulf Cooperation Council countries; this guide covers the UAE, Saudi Arabia and Qatar. It means planning for Arabic and English audiences, a calendar shaped by Ramadan, Eid and national days, different platform habits in each country, and separate data protection laws, VAT rates and hiring rules.
How is marketing in Saudi Arabia different from digital marketing in the UAE?
Saudi Arabia has about three times as many internet users and leans more on Snapchat and X. Snapchat's ad reach equals 72.9% of its population against 44.9% in the UAE, and X reaches 43.1% against 25.0%. The UAE has a far larger LinkedIn audience relative to its population. Saudi VAT is 15% against 5% in the UAE, and Saudization rules apply to marketing roles.
What should a GCC marketing strategy include?
A channel mix for each market, one calendar built around Ramadan, Eid, White Friday and each national day, Arabic and English creative, consent records that meet each country's data law, one reporting currency with revenue net of VAT, and one attribution model across every market. The GCC marketing calendar 2027 template is a good starting point.
Do I need separate campaigns for each GCC country?
Usually, at least at the campaign or ad set level. Platform reach, national days, VAT and consent rules differ, so splitting by country lets you set budget, language and dates for each market and compare results fairly. Creative and planning can still be shared, since Ramadan, Eid and White Friday run across all three markets.
When should brands start planning for Ramadan 2027?
Ramadan 2027 is expected to begin on 8 February, subject to moon sighting, so lock budgets and Arabic creative in January and plan the season through Eid al-Fitr, expected on 9 or 10 March. Qatar National Sport Day on 9 February and Saudi Founding Day on 22 February both fall inside Ramadan in 2027.
